Horan was CEO of DevX, Inc. from 2000 to 2004. DevX, a venture-funded web media company is the leading online resource for the global application development community and for the technology marketers who need to reach that community. DevX has been recognized as a pioneer in developing new publishing and marketing models on the web. Under Horan's leadership the site survived the dot.com downturn, achieved profitability, and was acquired by Jupitermedia Corporation.

Horan came to DevX with an extensive background in high-technology management. From 1991 to 2000, he was senior vice president of International Data Group (IDG), where he spearheaded that company's strategic relations with the top technology companies on a worldwide basis. Horan also conducted ground-breaking research into the purchase process for information technology products. He was also publisher of Computerworld, IDG's flagship publication.

Prior to joining IDG, Horan was a senior vice president and group director at Ogilvy & Mather, managing the Microsoft worldwide advertising account. Horan also worked at one of Silicon Valley's pioneer technology agencies, Tycer Fultz Bellack, which was later merged into BBDO.

Horan earned a Bachelor of Arts in English from Santa Clara University and a Master of Business Administration from San Francisco State University. He has served as an instructor at San Francisco State's business school and Seattle University's graduate school of business.
