Shanghai International Conference
"Grassroots Democracy and Community Governance"

Shanghai Normal University College of Law and Politics and San Francisco State University Center for US-China Policy Studies will co-organize an international conference titled “Grassroots Democracy and Community Governance” to be held at Shanghai Normal University from March 27-28, 2009, (Friday and Saturday), with check-in on the 27th and departure date on the 29th. The conference organizer will cover a round-trip flight ticket (economy class) and provide room and board accommodations for selected paper presenters.

We invite papers from scholars both within China and abroad who investigate any aspect of the conference theme “Grassroots Democracy and Community Governance.” Papers can address major issues, challenges, experience, and policy suggestions in China’s grassroots democracy and community governance or engage a comparative study of Chinese and international experience in theory and practice of grassroots democracy and community governance.

Paper proposals should include paper title, names of authors, institutional affiliation, address, phone number, fax number, e-mail address, and an abstract – everything in one page. Paper proposals from international scholars should be submitted in both English and Chinese (preferably) and emailed to Dr. Sujian Guo at sguo@sfsu.edu  To facilitate our selection process, please put “2009 Shanghai conference paper proposal” in the subject line of your emails. Paper proposals from scholars within China should be submitted in Chinese and emailed to Zheng Su and Bao Rui at babyzs@126.com 


1. The deadline for submission of paper proposals is September 15, 2008.
2. The acceptance letter will be issued to selected paper presenters by October 10, 2008
3. Paper presenters must submit full papers (no length limit) by January 31, 2009 to receive travel subsidies and conference accommodations.
4. Conference organizer will cover round-trip economy-class airfare and room and board accommodations during the conference.
5. Conference languages: Chinese and English
